BASIC FUNCTION:
Under the general direction of Director of OPP, works with grantee programs to improve the delivery of legal services to the eligible population using technology and performs any combination of the listed duties and responsibilities in the Office of Program Performance. Travel is required.
PRINCIPAL DUTIES AND RESPONSIBILITIES:
Promotes improvement of the grantees' capacity to provide high quality, effective and efficient legal services.
Evaluates applications for funding under the Technology Initiative Grant (TIG) program by reviewing proposals for funding and related documents and makes recommendations for funding.
Monitors grants awarded under the TIG program to be sure timelines and budgets are met and assists grantees to assure the successful completion of their projects.
Works with other TIG staff to coordinate and hold annual TIG conference.
Assesses approaches to the delivery of legal services and develops models that improve delivery using technology.
Conducts research and helps develop policy relating to the delivery of legal services to eligible clients.
Conducts research and analysis of new and emerging issues affecting the operation of LSC.
Conducts on-site visits to monitor TIG projects and participates in OPP visits as assigned, including the drafting of reports and making recommendations for program improvement.
Engages in other grants management activities, in addition to those listed above, related to designing and implementing the application process and the oversight of extant grants.
Drafts regulatory, program letter and policy language to implement and interpret requirements of the LSC Act and appropriations riders.
Works with the Office of Legal Affairs (OLA) regarding review and revision of current regulations and development of new regulations, as appropriate.
Participates on panels and does presentations regarding technology as a tool for the delivery of legal services for national and regional conferences.
Works on special projects as assigned by the Director.
Performs other related duties as assigned.
COMPETENCIES REQUIRED:
General:
Makes sound, well-informed and objective decisions; influences, motivates and challenges others; knows LSC's mission, functions and operations; identifies and understands trends that affect LSC, its grantees and their clients; is knowledgeable in the field of technology and how it relates to the delivery of legal services; is able to devise service delivery strategies employing technology; displays a high-level of initiative; and works with minimal supervision.
Technical/Specialized:
Admission to the Bar of the highest court in a jurisdiction (Program Counsel), or an advanced relevant degree or the equivalent (Program Analyst), plus eight (8) years experience related to working with legal services providers or other non-profit organizations (eight (8) years of equivalent experience will also be considered); or an equivalent combination of education and experience; interest in and experience with the use of computer technology, including applications related to law practice and law office management, case management systems, the basics of web pages, Internet and intranet applications, familiarity with network applications and administration, and experience with implementation of technology projects is required. Familiarity and experience with grants management is preferred.
